The

Chief Resident Engineer demonstrates that the cost of

supervision is not excessive, That however is a separate

matter and does not explain the misleading Estimates furnished.

QUARTERS & OFFICES. The February 1908 Estimate showed an

excess over the original of $33,575 "owing to increase of Engineers", and explanation which explains nothing. The

reason for the unanticipated increase of staff should be

explained. The March 1909 Estimate decreases this sum by

$4050, but it still remains in excess of the June 1907 Estimate by $29,525.

FURNITURE decreased in February 1908 by $792 is now increased by $683 over the original and by $1475 over laat year's

Estimate without any reason assigned.

OFFICE EXPENSES were increased in the February 1908 Estimate by $21,906 and are now decreased by $2264, but still remain $19,642 over the original Estimate. No reasons are given.y MEDICAL increased in February 1908 by $2805. Now decreased by $506. No reasons.

HOME CHARGES. The June 1907 Estimate was $123,200. This was

reduced in February 1909 to $70,099 a decrease of $53,101.

Thoy are now increased to $74,478 an increase over last year's but a decrease of $48,722 over the original Estimate. The Chief Resident Engineer's explanation of the enormous

Estimate of June 1907 la "Home charges not so high

lately as are all the Iron Work has been designed." This

conveys no meaning to me in an Estimate for the total cost

of a Railway. No explanation of the increase in last Estimate.

TYPHOON DAMAGES have been charged to works concerned by my

instructions, as they form no part of an ordinary Estimate

of Railway Construction.
